Lol, I feel your pain.
The roads have to be very treacherous and slippery, the salt trucks find them too dangerous and will recommend that schools be closed for the day.

The conditions need to be such that travel is unsafe. If it snows early enough the previous evening, there will be time for the snow plows to get out and clear the roads. You need to get a large amount of snow (preferably with freezing rain) around 2-4 in the morning for the best chance of a snow day.
Sometimes you can get a snow day if it is too cold, as well. We had one in my hometown last year. Unfortunately, it has to be much colder than it is right now for that to happen - I think our windchills were in the -20s.

where I live, it's ushually when we have 2+ ft of snow, or the power is out at the school, and the power comp. says it won't be fixed until noon, or after... But really, it's the district supervisor's decision to go, or not to go... I can make it to school most of the time when school isn't in.
