It means he's trying to reduce the size of the record deficit he and the Republican-controlled congress rang up over the first 6 years of his term; he doesn't really care what happens now, any new problems that come up will be for the next president to deal with. He wants to make it appear as if he's putting things back on track... cutting anti-terror funding is the last thing you think Bush would cut, isn't it? Tells a lot about his real concerns, and that the "war on terror" has never been a real priority, only a flag to wave to spread the role of leadership.

Yep, the war on terror is over, we're going back to our other successful campaign: we're going to invest once again in the war on drugs. Drug abuse is nearly abolished in the US, right? If we say it enough times, we'll start to believe it, just like the Iraqi war was waged for freedom and democracy, terrorism has been abolished, and it never rains in Southern California.
