Try using music to the costume. Here's what I mean. One year my family dressed up like the Adams Family. We were scared that people may not remeber the series or movies, so we took a small boom box and taped the theme song and played it as we walked around. Another time I dressed up as a great white shark, but nobody could tell what I was from the front only seeing grey and white, when I turned around I had a fin on my back.... tacky I know, but we mananged to get the theme music for JAWS... the DO...DO.... DO.... DOO... sounds and everyone knew JAWS was walking down the road! Hope this can work for what you need it for!
Good luck!

It depends on what the costume is for. For Halloween you let them use their own creativity unless they want your help. For a play or pageant isn't their a director that handles that or if the costume is supposed to be of their own design. Let it be their own design.

Just let them go and don't put the name on it. It makes people guess what he/she is. Do tell them after a couple of attempts though.
