So...does that mean he is fully developed by 37 weeks...? Since full term is considered 37 weeks and on...I know all babies develope too at different rates, because my SIL had her baby at 36 weeks and she was 7lb 14oz...big girl!

Full term is 37 weeks, when everything is completely mature in the baby, most importantly the lungs. At 36 weeks the baby is preterm, not premature, because the lungs are usually developed by then. Anything prior to 36 weeks is premature.

According to my OB, at full term, (37 weeks) most babies are fully developed, including lungs and essential reflexes (ie sucking reflex). In fact, most babies are viable at 34-35 weeks (but often need special care) which is why they stop giving the lung steroid shot to mothers after a certain point (cannot remember the exact cutoff - may be 33-34 weeks).

I delivered at 36 weeks (emergency C section - my son's cord was wrapped around his neck). My son's lungs were a-ok, no issues. The only issue he had was a weak sucking reflex. But within two weeks, he was all set, and eating like a champ.

they classify full term as anywhere from 37 weeks. anywhere before 35 or 36, and there lungs may not be fully developed. so yeah. but every baby is different.
