Not really. You can't start up service in someone elses name. However if you want to buy a phone at full retail then usually you can take it into the companies locations and have them start service on it.

Or put it in your name. Or but them a gift card.

You can purchase the phone at anytime online or at a server and choose not to activate it untill you are ready. But intill it's activated it probably will not have a #
