Hum... of course Bush would love to increase its power within the UN; but, there is a problem with your question, he can't.
The UN has 5 countries with veto power all of equal power: Russia, the USA, China, the UK and France.

If the US refused to acknowledge the existence or authority of the UN it would shrivel and die on the vine. That organization is nothing but a boil on the buttocks of life.
Sorry, but I don't care a bit what President Bush thinks.
BTW, any change would require a modification in the charter.

America needs no UN we got along fine without them destroying the British, Germans, Japanese, Terrorists and on and on. Tell me What has the UN done about Dar fur? The UN is a joke full of corruption. America needs to fight for freedom not wait and vote about it when thousands die.
