Did the USA ever provide financial aid to Russia? Does it now?

First just a quick FYI, the USA and Russia are not rivals... they are allies and have been since the end of the Cold war... not to mention they are 2 of the 5 countries in the UN with veto power.

The USA has not given any financial humanitarian aid to Russia in over a decade. Why? Because Russia has not submitted any such request to the UN in over a decade.

The last aid they received was in the mid-90s related to the war in Chechnya.

Also they have been increasing the amount of aid they give... not receive. Here is an article from Feb this year talking about this.

MOSCOW, July 2 (RIA Novosti) - Russia intends to double the amount of its international giving to $400-500 million annually, the Russian Finance Ministry said on its Web site Monday.

According to the proposal, called the Concept of Russia's participation in international development assistance and approved by President Vladimir Putin June 14, the size of Russia's aid commitment grew to $215 million in 2006, from $50 million in 2003, or 330%.

USA has supplied agricultural goods to Russia but not sure if there is any financial aid because both countries are rivals.
