It really depends.
In some households, the woman is more controlling.
In others, the man is.
It depends on what kind of people the man and woman are.
I, for one, am a very controlling woman. I have to admit it x]
But if I HAD to choose, I would think the woman is.
Mothers are always in the PTA and are always involved in many activities.
Most mothers handle the taxes and bills.
Mothers go through nine months of torture and give birth to the babies.

There is no fixed answer to that, as it varies between couples and to some extent between cultures. Some people I know the man is more dominating, controlling, and in other couples its the woman who is.
Traditionally the man will be more overt and out there with his need to control and the woman more subtle in her methods of control.

It really varies between couples. Some couples are old fashioned in where the man is more dominant, but these days that is definitely not the norm all the time. There are many women who are career professionals and have more dominant personalities these days

Thats a generaliziation- but I'd say it depends on the individual not the gender.

It depends on who has the most dominate personality! They usually are more in control of things!

I don't think either gender has this one locked up. I think it's a personality trait either gender can have. I've seen it both ways in relationships.

My mom is more controlling of my dad most of the time. They always get in fights because of my mom. So more, I think it is the wife because they are more emotinal then the husbands. Wifes never want anything getting in their way at times.
