The Articles of Confederation and Perpetual Union were the nations first "constitution". The "Articles" or "Articles of Confederation" as they are commonly known were not actually approved by all of the states until 1781 but the congress pretty much ran according to them during that time anyway.

The biggest flaw in the "Articles was that they did not give enough decision making power to the central government which made it so weak that it was not useful once the war was over. In 1786 several of the leading statesmen got together and created the Constitution which is the Law the USA falls under today. It was ratified in 1787 and our first Presidential and Congressional elections were held in 1788.

The Articles of Confederation. I think they were adopted in 1787. The first president elected under the Articles was John Hansen, 1791. It used to be a joke question: "Who was the first president of our country?" Every one would answer George Washington. But of course not. The Constitution was adopted in 1789, and George Washington was elected first president.
