Who decided that the U.S and South America is on the Western side and that Europe is on the Eastern side?

It depends on what part of the world you are in. In Europe the international date line is on the edge which puts Europe in the center. On world maps made in America, the United States is in the middle, which means the edge cuts thru the middle of Asia. I guess people like to be at the center. Looks like the reason for making the maps the way they do is conceit.

Most map makers were European and then later American. Years ago Europe was all they knew and it became the center of early maps. When the began exploring to the west, it went to the edge of the map with their guesses off to the left. Once a style was established others kept following it. It is logical to divide the map using the oceans and the Pacific as the largest body of water posed the least challenges.
