Because people are, for the most part, posturing, posing idiots. They like to prance about and wear their "rights" like those were some sort of shield. A person breaking the law gets violent; the police tazer him, and people cluck like a bunch of chickens about "race" or "police brutality". But, brother, watch what happens when they are on the receiving end of crime! Then they are screaming loud and long about how slow the police were to arrive, and why didn't they catch the person who did this, etc, etc. But it is not just Houston; not at all. It is everywhere, and personally I think people need to sit down, shut up, and thank God we have dedicated, trained men and women who will do what it takes to keep us safe. Without them, we would be at the mercy of every crackhead gangbanger in the country.

Firstly, this statement is probably not correct.
Either there is something wrong with the majority of the population or with the police department.
Consider that people would only act that way because they fear unfair and illegal treatment at the hands of their police.
We live in times where police must police themselves (each other) more than ever before to avoid such perceptions. Otherwise they will lose effectiveness.
Each citizen must also separate fact from fiction by finding a source of news which is independent of the police hierarchy and staying informed.
Also note - if any police department is itself corrupt, it can only be so because the court system has also failed.

As a former Houstonian, we should support the police, who do a great job protecting the public and keeping Houston a good place to live. Those who don't are those, who for some reason, feel more on the side of lawbreakers. In the past, there was a lot of corruption in the HPD, and Lee Brown did a fine job of straightening things out. Still, there is an attitude among some that the police are out to get them and "get into their business". If they had nothing to hide, there wouldn't be this kind of antagonism toward the HPD.

the rookies in places like Kema, Galveston, and all the other surrounding municipalities are highway robbers. These rookie traffic cops pull people over without cause having jurisdiction on the streets of houston. So people hate houston cops without cause.
But it don't help knowing that houston crime lab is a joke compared to the fictional CSI tv shows, and the fact that houston police chief lives in Phoenix or somewhere.
Personally I like the Houston Cops, but the second rate cops in places like Shennando, Missouri City, anywhere else in the houston area just make the real thing look really bad.

It is common for large city police departments to be viewed unfavorably in some parts of the city, because they are most often seen there to haul someone to jail. In cities using "community based policing", where the police are seen as protecting, patrolling and preventing crime, neighborhood attitudes toward the police have improved.
