JM has it right.

Although in recent times you would wonder about it.
The executive branch still has some money for military actions although your question about maintaining the armed forces is as stated by JM.
And although the negotiation for treaties is also as stated, I think Nancy Pelosi a short while back decided she was in the executive branch so you can see how its supposed to be, isnt always how it is.
