No, you don't need permission from your mortgage company, but you probably will need to pull a building permit from your respective city, township or village, what your governing body is. It will have to be approved and inspected when it's finished. If it's big enough to need a foundation, then that will have to be inspected when it's installed, before any building can go on top of it. Any electrical or plumbing systems installed will have to be inspected as they are being done as well.
