There's this gift certificate stuff called "script" that is like cash. You get a bunch of local merchants to sign on to the program, print these dollars that are good at any of the participating merchants, sell them to the public at say, 90 cents, so the public is motivated to buy them. The public buy stuff at the full dollar rate of the script, and the retailer cashes them in to the fundraising comittee at the agreed upon discount rate, something less than the 90 cents, and the difference is the profit.
