If you are using Windows Explorer, it comes with a popup blocker. Click on tools amd you will see the icon to turn it off or on. You might also need Flash or Java installed.

most computers have small pop up blockers instauled in them when u get them
try going to your settings and disabling it for that site

could possibly be the browser you're using. If you're using firefox, I'd suggest trying it with IE and vice versa.
