we have installed wireless router and is working fine on our second computer. I noticed some one else in our neighborhood has wireless, can i hook onto their service instead of mine? Is this legal?

If you get your neighbors permission then and ONLY THEN is it legal.

N.Y. Penal Law § 156.00 to 156.50
§ 156.05 Unauthorized use of a computer.
A person is guilty of unauthorized use of a computer when he or she knowingly uses, causes to be used, or accesses a computer, computer service, or computer network without authorization.
Unauthorized use of a computer is a class A misdemeanor.

I included NY's state law so you can see that it is at minimum a CLASS A misdemeanor! Notice "using without permission a computer network" when you connect wirelessly you connect to that network and that internet service!!!

Now that you know the law, what is the benefit to you to connect to them?
Do you trust your neighbors? If you connect to them, they are also connected to YOU! So if you send private data across the connection, they can read it, they have access to your computer shares, they well, you get the idea..

It won't be faster, in fact it will be slower - more computers connected! So why would you?

It is not legal but providing you have their security key you can connect. Why do you want to when you have your own connection?

how do you know there not using yours?

log on to your router and asign a WPSK key NOT a wep key
