I have recently applied for membership to an association, and I am about to post the form back, but am not sure what Non Charter Mail means. ( I am in the UK)

There is company (charter communications) that sells a suite of eMail server software known as "Charter Mail", however I assume from context you mean paper mail ..

I didn't find any obvious meaning on wikipedia or google ... however it does seem to be an instruction to the Post Office (established by Royal Charter) re: mail delivery .... for example, I believe (under the Charter) that the Post Office had to return undelivered mail to the sender ..

Since the Post Office no longer exists (see link, mail delivery is now the responsibility of Royal Mail Holdings plc) I guess the 'Charter' no longer applies anyway ..

"Royal Mail enjoys special protection under Government legislation which severely limits consumer rights. Under the Postal Services Act 2000, the Royal Mail is under no contractual obligation to deliver (most types of) mail, including special delivery items. In addition, no court action can be taken against the Royal Mail more than 12 months after an item is posted."
