Most cars with the ignition in the column do this when the wheel is turned in the lock position. Try moving the wheel slightly back and forth while trying to turn the key. That will usually release it.

Needs more info, but most likely the lock and cylinder are bad. Since most OE's specify turning the key to the ON position to remove the lock and cylinder, it would need drilled out to replace it. Best call a locksmith.

you can try a dry graphite lubricant, it is basically the same thing as pencil lead but ground up very fine hardware stores and auto part stores should have tubes of it... do not use wet lubricants!!!
