Thats a pretty good question. I really dont like how the system is that lets them keep the money. Maybe they should be required to give it back or give it to charity.
I honestly think some campaign knowing damn well that they will never win but do it to gather money. I dont think that that is all of them but I am sure it happens.
But as long as people are willing to give money to them.. well what can ya do.

When a country continues to tax it's citizens to fund a very unpopular war is that corrupt?

Not necessarily. They may be trying for better name recognition, for a future run.

Or they may be a nut case, like Ron Paul or Dennis Kucinich.
