the female and male live in a divider tank, and the female has light horizontal stripes on her body, so i think she is ready to breed, but the male has not made his bubble nest yet. what should i do?

You will be able to tell when the female is ready when you see her spawning tube,a small white triangle (about 1 to 2 mm) that will be visible in her vent. The male will signal his readiness by building a bubble nest,and you will know what that is when you see it. If you remove the divider without having both of these conditions satisfied he will most likely just kill her.
You really should get a good book or two,there is a lot for you to learn about getting the pair in spawning condition,and learning how to raise the fry.
If you don't have the proper microscopic foods ready before the spawn,you will lose the fry to starvation. The first two or three days after the male stops caring for the fry,they must have live microscopic food called infusoria,it's not hard to make, but that is the first thing you need to have ready before the spawn.
Also you need to learn about live foods, these are the best foods to condition the parent fish for spawning.
Spawning is best carried out in a 10 gallon tank that is completely cycled and containing a well seasoned(cycled) sponge filter and about 4" of water,and a bunch or two of the cheap "bunch plants" that most pet stores sell. The sponge filter should be driven by a very gentle flow of bubbles, so the surface of the water remains mostly quiet.
I'm kind of wandering now, so the best way to start would be to get a good book,like"Aquarium Fish Breeding" published by Barron's and begin to study. There are several other fine books,none of which are too expensive,and all of which will save time,money and frustration in the long run.

Horizontal lines are stress lines, it's the vertical ones you're after. Get them out of the divider tank. Set the Female up in he rown heated 5 gal tank and like wise with the male. Absence makes the heart grow fonder ;) Start feeding them both up good.
When the female is gravid introduce them to the breeding tank. (male first female a day or two later). Happy male betta should almost constantly be making buble nests. If he hasn't made one yet, something in his care regimen should be changed. I'm thinking it's stress from constantly being by another fish. Ditch the divder tank.

What you should do is wait for the bubbles. When my male betta did not make his bubbles but I still mixed him in with the female he killed her. now don't get afraid just be patient. And rememeber to never mix a goldfish and a betta!

Start by feeding them lots of live food and raising the temp to @ 80Deg F.
Put the fish together and have a little floating plant on the surface. If you have any surface circulation, shut it off.
Nature will take care of the rest

you may not have the appropriate tempurature for the fish to breed. some fish need a certain climate for them to breed so i would find out whats the best way to do it and then try and do what it says and if they don't they may not have a "liking" for each other.
