The second amendment to the US constitution states that the right of the people to keep and bear arms shall not be infringed upon. In America, guns are primarily used for self defense, hunting, and for recreational uses such as target practice. However, some people believe that owning guns is a danger because some people will use them irresponsibly.

I removed some things that were redundant and rephrased a few parts. If this is for a speech, I would definately recommend against using the parenthesis. They look fine on paper but get a little awkward to read aloud.

Try this

According to the U.S Constitution, in the Second Amendment, the right of the people to keep and bear Arms shall not be infringed. Thus the owning and carrying of arms is a legal 'right'. In America, guns are used mainly for self defense, sport (hunting), and recreation (target shooting). However many people believe that the free ownership guns is a potential danger to the public people use it for illegal purposes. This conclusion is arrived at on the assumption that some gun owners guns don’t have sufficient self-control to be trusted to use them for legal purposes thus causing potential problems for society.

In America, guns are THOUGHT BY SOME TO BE NEEDED FOR self defense,THOUGH MORE OFTEN GUNS ARE USED LEGITMATELY FOR (OMIT "SPORTING USE") hunting,(OMIT "AND") OR TARGET SHOOTING.
However, some people believe owning guns introduces MORE DANGER TO CITIZENS.
SOME people who own guns don’t have self control (OMIT ABILITY) WHICH causeS problems FOR THAT society.
(After that some statistics or comparisons with other countries laws could be added)

hmm you could say

In the U.S. Constitution it says in the second amendment that the right of the people to keep and bear arms shall not be infringed. Owning guns (arms) is therefore legally allowed in the U.S. In America, guns are used mostly for self defense, in sporting actvities such as hunting and for recreational target shooting. However, some people beliebe owning guns are dangerous since some people mis-use them. I can understand this since some people who own guns lack self-control and may cause problems in our society by committing violent acts such as murder.
