There are several now being sold with LINUX pre installed,
Check IBM and Dell, they both have some with Linux loads.
see http://www.dell.com/content/topics/segtopic.aspx/ubuntu?c=us&cs=19&l=en&s=dhs&st=linux%20computers&dgc=ST&cid=22125&lid=519234
for dell info.
Or if you just want a truly basic machine.
try the new Asus

and several dealers

It's not an easy task... Laptops use a lot of custom components that may not have been tested for compatibility with anything other than the version of Windows that will be pre-installed on them. So it is a good idea to buy a laptop with a pre-installed OS of your choice; this way, you know that the manufacturer has tested the hardware for compatibility.

Since you probably want your laptop to run Linux, here's a couple of lists of companies that supply hardware with Linux pre-installed:

Here's another Linux laptop vendor:

Additionally, you may want to know that Dell ships Inspiron laptops with Ubuntu pre-installed:

Dell sells laptops with both Ubuntu and FreeDOS. I don't know if they are any cheaper than one with Windows, though.

You can also buy barebones laptops (but you have to assemble it yourself):
