Tell them that they need to provide you with proof that the debt is yours. They should be able to send it to the address that they have on file-don't give them yours. Ask them if they understand the concept of "defamation of character"? Since they are insisting that you need to pay for these bills their documentation would have to prove that you have signed for something. By law they must mail this out when requested. However if you are not on the information they can get into trouble because they are trying to blackmail someone into paying .
The DNC list is only for telemarketers, the sleazy bill collectors fall even lower then them. This will not help you. But is they are refusing to provide you with a supervisor or documentation that the debt is yours, tell them the next time they call that you intend on filing a complaint with the states attorney office for harassment and what ever other legal things can be thrown in. Contact a local attorney to see what can be done and also call your local phone company to see about changing your phone number because of the harassing calls- but make sure that this is at no cost to you.

I've been going through the same thing for two months now. They call everyday for someone who doesn't live there. I was put down as a reference for her loan and they call and won't leave a message. I see the number everyday on my caller ID and I'm on the do not call list too. I'm going to see about blocking the number and/or area code.

So I'm assuming the debt is not your's right? DEMAND to talk to a supervisor, send them a copy of your phone bill to prove that the phone is in your name and not the debtors name. Put them on notice via a written letter sent via certified mail that if they continue to call, you consider it harassment and will take the appropriate action.

Notify them in writing that you wish for the calls to stop. Keep a log of every time they call you.
Contact the FTC and your local Better Business Bureau to report them.
The information in the Source link will provide everything you need.
Good luck.

If it's a cell phone, what I do is I program their numbers into my phone, them put them into a group, then set the ringtone for that group to silent. Out of sight, out of mind.
And with that, I'm level 3.
