My boyfriend and I have been dating for 2 months and I'm spending Christmas with his family. I don't have much money, but I want to give his mom and dad (in their 60's) an inexpensive gift, and something for his 10 year old nephew, and 14 year old niece. I thought I'd spend $10 or $20 each. What's appropriate to give to people I've only just met?

I think that 10-20 dollars each is very generous of you !Especially since they're still pretty much strangers and that your relationship is so new. It's the thought that counts and you're obviously a very thoughtful person to be including all these people in your shopping list with your limited budget!
God Bless and have a wonderful Christmas.
Added: Maybe a gourmet gift basket as a combined gift for his mom & dad. and for the niece & nephew a gift card.

Instead of buying a gift for each person you could just buy one big gift for the entire family to enjoy. How about a gift basket?
Gift cards to the movie theater or a favorite restaurant are always great to. That way you and your boyfriend can split the cost of the gift. No matter what you chose his family is going to love you, just for being thoughtful and showing your holiday spirit.

I would buy inexpensive tin's and fill them with cookies, chocolate/white chocolate covered pretzels and bread. All my family member's love this, we have been doing it at christmas for years. And then for the kids you could buy them some nice coloring books and activity books, (these are always fun!).

Why not just bake some cookies or a cake for them?

It means a lot to people if you make something rather than buy something for them.
