What are the rules for a HOA board on spending?

My HOA board spent way over the budget, and said nothing till it was to late? is there any reprocusion for this board?

I agree, vote them out at the next election, then all the homeowners who are upset with the current boards job volunteer and become a board member. LOL

Vote them out and get a board that can count.

Get a copy of the bylaws and read them - that should list the rules.
