y=x^2+6x-2=(x+3)^2-9-2
y=(x+3)^2-11 -- (1)
y+11=(x+3)^2
vertex(-3,-11) h=-3
-4 left of h : y=(-4+3)^2-11=-10
0 right of h: y=(0+3)^2-11=-2

h=-3
