Love for starters, people have kids then forget that they are there own flesh and blood. Poverty adds to this. When you are hungery everything else apparently becomes secondary, but Love in the world is going away, its me me me now, and thats not good!!

the keyword is education. if we teach our children proper values, they would grow to be responsible adults. not an easy task but we hv to start from somewhere.
in the meantime - enforcement of the law. social workers with strong enforcement laws and instincts shld start. more govt funding and this has always not been a priority area for all govts as it is social spending without any income/ revenue.
law enforcement cooperation is important - its slow and still trudging along.
