Might go to the NFPA website to address that issue if you wish. Maybe they could bring the issue up at the 2011 code making panel presentations for the NEC.

But what to they have to do with the IBEW??

I personally never have had business with either group. Is their location of great significance for some reason? And there appear to be several NCEA's, also, so you do need to define which one!!

Never really thought about it. Just always assumed in or around D.C. area. Know this they need to seriously up date by requiring at least one 20 Amp dedicated communications and data center receptacle per room including bedrooms..
