First go into Control Panel > Admin Tools and turn off your messenger/alerter service - not the same as IM or Yahoo messenger but advertises your PC on any network for any 'messages' that people want to send you like that. Also try downloading Microsoft's Defender service. Sorry to here about your Problem, and this can easily be fixed.
Firstly. Download a programme called "Mozilla Firefox" This is basically your internet, but with built in pop-up blocker and is probablly the safest way to search, its exact same as internet, but if anything is faster to use, and millions use it.
Secondly. Try doing a virus scan, if you don't have virus protection get ammediatly. The best free one to get is "AVG." Or if your up for paying get "Spyware Doctor" from www.pctools.com.
Hope that helps.

quit using internet explorer and get either mozilla firefox or opera. mr gates takes money under the table to allow certain popups to get past explorers popup blockers. in fact with firefox there is even an addon to stop those annoying flashing ads that it seems every free web site has several of .
