add 4 to both sides to cancel -4 out:
I 3c+1 I = 17

b/c of absolute value, u do this:
3c+1 = -17, and 3c+1 = 17

then for both problems you subtract 1 from both sides and then divide by 3, which gives u......
c = -6 and c = 16/3
