I dont want to commit to a monthly internet service provider. So is there a way I can get internet for my laptop without a monthly bill?

if you just want to use it at home and have neighbors that you are friendly with you could setup a wireless network off a cable modem and share the monthly costs. Also you could use coffee shops where there is a free connections.

Depending on where you live, you can order for just the useage on internet in minutes and hours. Similar to an Internet Cafe charge where you pay for the time you are online, it's an economical way if you just use the internet a couple of times per month.
The least expensive is if you live in the city that provides free wireless, just go to a known area of coverage and your laptop will work for free.
Even the Public Library has free internet around here.

Not unless you pirate someone elses signal, which is by the way against the law.
There are mickey mouse USB wireless adapters that some folks have had success with. But, it will be cheaper all around to buy a wireless card that goes in your computer. I suggest you pay for internet service.
