You need to define this question a little bit because there are several different categories here.
If we are talking cash raised from donors just in the fourth quarter, we are probably talking Ron Paul or Rudy Giuliani.
If we are talking all cash raised (including loans from the candidate to the campaign) bit still just in the fourth quarter, we are probably talking Mitt Romney who has proven a willingness to spend as much of his own fortune as it takes.
If we are talking all cash raised from donors since the start of the campaign, we are talking Rudy Giuliani.
If we are talking all cash raised (whether from donor or from loans) since the start of the campaign, we are talking Rudy Giuliani or Mitt Romney.
Finally, there are other measures of leading including cash on hand and net cash on hand. However, since December and January are the months in which money is better used being spent than being held (as opposed to the first eleven months of the campaign), it is unclear whether either measure will be really useful.
More importantly, by the time that the fourth quarter numbers are released, they will not matter, Up until now, the focus has been on money as a proxy for support. The fourth quarter numbers are due on January 15th. Reporters will be paying more attention to the results of Iowa, New Hampshire, Wyoming, Nevada, and Michigan and the run-up to South Carolina than to the financial reports.
