The earth rotates to the east.
The moon also orbits to the east.
The moon rises in the east and sets in the west.
The stars rise in the east and set in the west but because the stars move westward and the moon eastward the moon lags behind the stars

The Earth's orbit around the Sun gives that illusion. The moon goes around Earth,and both are in the same orbit around the Sun.
