It is very difficult if you are not a psychiatrist to have a person committed to a mental hospital. A patient has to tell me in my office, that they are thinking of suicide. Then I can commit them for observation for 72 hours in a mental hospital. (Even if they say I was only joking). I can even use force if the patient refuses to go as the patient can not leave my office. (I would be held responsible if they took their life after they left my office).
I don't know what country you reside in, but your ex husband must be a danger to himself and others, before he can be committed with a court order to a mental hospital.
My suggestion to you is that you have your local police, (some one who is an expert in computers look at your pc and then press charges against him).
The amount of time he can spend in jail if convicted, depends on the state and country laws where you reside.
If you try to have him committed, in my opinion you are putting your own life in danger. (Especially being that he is already doing a criminal act). Let the police deal with this after you have filed a formal complaint.

Currently there is no law the defines cyber stalking from normal stalking which means that he might go to jail for a few weeks, if you file charges and can prove that he was doing it. The law is well behind the times so the stalker has a major advantage over the the person who they are stalking.

i'm a young smart-*** punk who talks back to their parents. I may talk and act tough and get bad grades, but i'm pretty smart...er... then i look... i cant send my mom or dad to jail (they hack my systems... i think) and so i change my passwords eevery week or month and pick the ones that "no one but myself and that stalking dog would know" lol good luck at remembering all those passwords!
