no, the woman who stalked homer was called julia, while sideshow bob's wife is called Francesca. and julia was voiced by Maria Grazia Cucinotta, and francesca's voice is done by Maya Rudolph

No but Matt Groening limited ability to draw they look similar but Sideshow's wife is a little bit younger and her breasts are pointer....its really minute changes but i see your point!!!
