If the cops are doing a raid on a house, and a suspect puts a gun to his/her head, are the police allowed to shoot him/her in the hand?

They are bound to try to stop him with any means neccessary. Sometimes it works, sometimes not.

If a policeman shot at the suspect then a immediate reaction from the suspect whose finger could be on the trigger would kill the man.

They would talk him out of it, because after all they have to save human lives even if it's the most violent criminal. Unless the gun is pointing there way and its self defence.

As soon as a cop even thinks the suspect might have a gun without really knowing for sure they have the right automatically to shoot to kill

It would be against any common sense review.
* They are restricted in the use of deadly force to
'use to protect others`, and 'self protection`.
* It's not easy to be that accurate with a hand-gun.
They would be more likely to miss or kill the subject
than to save him.

no, as far as I know a police shouldn't shoot unless being shot at.
