The vinyl should extend to within 1/4" of where the wall meets the floor. Then, baseboard can be attached to the wall , thus covering the small space between vinyl and wall.
If space is a little larger, you could try to get away with a vinyl kickboard type of baseboard, self adhesive these days, that cover more than 1/4" out from your floor. Only other alternative I can think of is one of those paper cutters that has the blade that comes down, if it is soft vinyl.

I have to agree with Ozarks. It's my practice at least; remove cove base and replace. The issue relates to any OOPS; as you seem to have encountered.

No offense; but I also lay out two perpendicular course of any tile; to not only know a center point; but to be able to shift it in any direction; allowing either no cuts; or equal cuts; with the most full pieces showing.

You do mention FLOORING however; not tile. The principle is the same. The cove base should have been removed first (it any existed). Without knowing how you define small; or the actual type of flooring; now you probably will have to attempt fitting pieces; or if the space is small enough use 1/4 round.
