what is the fewest number of coins you would need to pay a charge of any amount less than 26 cents with exact change?

4 pennies, 1 nickel, 2 dimes.
This allows any amount up to 29 cents.

Note to Nomadd et al: you missed the point. The group of coins you have must be able to pay for all the amounts from 1 to 25. No group of 6 coins can do this.

To see why, notice that we must have at least 4 pennies (to pay for 1-4). Then we need at least one nickel, (the only ways to pay for 6-9 are one nickel and some pennies, (or all pennies, and that's too many coins)).
We'll then need at least one dime (to make 10-19), and since these so far add to 19, we need another coin, (a nickel will only total 24, but another dime sufficies to make 20-25) making 7 total.

Trial and error works the best for this one. It's not a very well worded question. They want to know how many coins you'd need to pay the amount below 26 cents that takes the most coins to pay.
OK. I worded it even worse, but you might get the drift.
Take a guess like, 19 cents. It would take a dime, a nickel and four pennies to pay it. 6 coins. A little experimenting with other amounts would tell you that no other amount would take more coins. So, 6 coins is the answer.
