Any program I can use to remove censored mosaics from pictures?

I'm looking for use only on pictures, not movies. I know there is a program out there, I've used it before. Lost the link and on a new computer.

No. You can't increase the resolution of the mosaics, because the original pixels were lost when the mosaic'ed version of the picture was created.
