what is the best cement mixture, if i use it on a public road?

When mixing a cement that will be applied to a public road, what mixture is the right one?

if using for a pothole or small area, use an 80 lb. bag of redimix, and add two large shovels of high strength Portland cement, this will make the concrete super strong, i do it all the time, even a good power washer can't scratch it!

7 bag mix minimum.
