Sometimes you can tell by looking at a person. I'm not saying is always right but usually you can sense who is a Democrat or Republican.

All smartass answers aside, there are two answers to that:
1) Political views affect how people are perceiveed by others;
2) Sometimes people adopt a certain look in order to feel more a part of their political group, or to show others in the group they are "one of them."
So - yes, political views can affect how people look. Not always, and it's not always intentional, but it does occur.

No. Great question that I had to think really hard about. Let's contain your question to people who actually vote.
I've observed many Republican and Democrat campaign events in the South. Without a doubt black voters are the best dressed. White Democrats and Republicans are mainly casual.

i am not so sure about that. first opinions are often wrong. i mean, we are only talking 50/50 here, right? i mean, there are minority republicans. when i talk to older retired people, who all dress pretty much the same and act the same, i am surprised by the number of bush haters. maybe they just dislike him and not the conservative side.
so i say no, they do not. even the bible puts more emphasis on actions. good question, tom.

To some extend from the way they talk, dress and behave. more than the way they look, what they do for living can be a better indicator. for example if they earn more money they'll prefer a more conservative government so they can keep most of it but if they depend on state support they'll go towards more liberal government so they can keep receiving support.

To a point. A person who thinks conservatively, will tend to dress a little more conservatively, and vice versa. You can't tell a person's beliefs by how they look or dress, but I think personalities do come out in appearance at times.
