not fiber glass but plain glass..

it would be a very poor conductor, but im sure with enough charge, and the right circumstances it would conduct, even insulators conduct, just at a very poor rate, and it is to do with the dielectric constant of the material.
look up the dielectric constant for glass.

Most glass is an insulator when solid. Most glass will conduct electricity when molten. Glass has been made which will conduct electricity for heating elements, window clearing and other uses, but it is expensive and hard to use - the whole thing conducts - so how to mount.
