On a small scale, by hydrolysis. On a large scale, it's a byproduct of refining petroleum.

There are a number of ways of producing hydrogen depending on the scale of production:-

Large scale industrial - obtained in the petroleum refining process

Small scale industrial or large lab - electrolysis of water to generate oxygen and hydrogen (eg using a Hoffman Voltameter in a lab)

Small scale lab - Sulfuric acid + zinc
