i need to find a website where i can edit my photos!!!?

im talking about, giving my photos cool effects, like part of the photo color and the rest black and white, also decorate my photos, like this one

If you're looking for a full featured editor, then I would suggest Gimp. If you just want a simple editor the either Xnview or Irfanview will do. All of these are free.
