The first poster provided you helpful information and links. As far as any sort of 'hotline' goes, there isn't one. Subsidized and low-income properties are available on a 'first come, first served' basis, with preference in some situations being given to those with children.

If you are looking to obtain Sec. 8 assistance in Atlanta, be prepared for a substantial wait, since the application list is currently closed. There is a sufficient number of applicants to last for several months in the future.
