Click Start->Programs->Accessories->Entertainment
->Sound Recorder.

But when I go to Entertainment I don't have Sound Recorder, I just have Volume Control.

Download "Audacity", its a free program that lets you record your voice and save it in many formats.

Sound recorder only works for 30 seconds of recording, and it sucks.

if u want only sound recorder of windows and nothing else
then,
click start->run
and type
%SystemRoot%\system32\sndrec32.exe

are u using original windows, pirated CDs have problems
