In my opinion it's Hanley Ramirez of the Florida Marlins.
He only made $402,000 last year while putting up MVP-caliber numbers in his second season...after running away with the Rookie of the Year award in 2006.
2006 Stats: .292, 17hr, 59rbi, 119r, 51sb
2007 Stats: .332, 29hr, 81rbi, 125r, 51sb
...all that for $402,000...not too shabby!!
