It is not at all industrial area

it is fully residential area


the person who is running the factory is running it in his house itself


now i guess it is quite clear that it is not at all any industrial area.

And the zonal office and local authority has also declared this place as residential area.

now please let me know that is it possible to make factory in that area?

As was mentioned depends upon the zoning of the land. If it is already zoned "industrial", nothing you can do. If they are trying to get it rezoned, go the the "planning commission" of your city and find out when the hearings are to be held.

With your additional information, the prson is in violation. Report them to your code enforcement agency in your city.

It is totally a legal question. How is the land zoned and is the work considered industrial. There are many business that can be operated in residential neighborhoods. It depends on the local ordinances. It is also possible that an illegal business has not come to the attention of the local authorities. Why don't you talk to them?

First concern would be the zoning regulations. Next would be the definition of "factory". Are there machines that are producing a product? Are there a bunch of employees working there? When I lived in Florida, my home was in a deed restricted area which prohibited running a business from it. As long as I didn't have customers coming to the house or used the address as my business address, I was not breaking the provisions. I had a storefront address in town but manufactured all of my product at home.

It all depends on how the land is zoned. If you have a problem, you need to take it to the zoning board.
