Sounds like it.
First, turn off programs that may be running background
Start>run type msconfig
Go to start tab and uncheck printers, music players, office, or anything else except virus programs. If you aren't sure leave them.
Then this is what I do to make a clean system
Print and use if you want

*Download, install and the get the updates for the following, but DO NOT RUN A SCAN YET:

Adware

Spybot15
http://www.safer-networking.org/en/mirrors/index.html

SuperAntispyware
http://www.superantispyware.com/download.html

*Then, DISCONNECT from the internet.UNPLUG IT

*Go to Start>Settings>Control Panel>Internet Options and delete all browsing history (cookies, temporary internet files etc). Check the box, Also delete files and settings stored by add-ons.

*Make sure your folder settings allow you to SEE ALL your folders, Go to My Computer>Folder Options>View. CHeck all the show files boxes and UNCHECK all the Hide boxes. Click apply and ok.

*Go to C:\Documents and Settings\USERNAME\Local Settings \temp
Delete all files. (for each user)

*Delete all in recycle bin

*Next, boot up in safe mode (Tap the F8 key every few seconds as the system boots up until the screen Saying Safe Mode option appears).

*Now run the above spyware programs.

I would also download and install Firefox, its less vulnerable than IE.
http://www.mozilla.com/en-US/firefox/
(Then configure it for pop-ups and other things, like Clearing everything when you exit. tools>options>privacy tab to clear everything)

This doesn't sound like a virus, but more like sypware. Try downloading and running a couple of good anti sypware programs: Here are the links to 2 that I use all the time.

Adaware

Spybot S&D

popups can be caused by several things, viruses, spyware, and adware. there is no cureall program out there, but luckily there are free programs you can use. go to http://www.download.com and download avg free antivirus, spybot search & destroy, and adaware 2007. install and update them completely. at the boot screen press F8 and boot in safe mode. then run all your scans and clean.
