Canada has socialized health care, Bolivia and Venezuela are introducing socialist measures to give more right to the campesinos and indigenous people. These countries along with Cuba are also trying to eradicate illiteracy with mass education movements.

Any "attempts" you suggest are usually merely smokescreens designed not to reduce poverty but to make a big show so as to appear to be attempts at reducing poverty.
See, the government DOESN'T CARE about poverty. And the only time it gets airplay with politicians is when there's publicity. Politicians only care about money and votes. THAT'S ALL.
Usually, what you see are "Panels" or "Commissions" or "Committees" appointed to study the problem and recommend ways to alleviate. But that's just a big show to get publicity and votes. It never really goes anywhere. Sure, there's usually a big report and fanfare, and govts rave about the results, BUT they never actually FUND anything, except maybe an agency to oversee what gets done. So any funding is for a bureaucracy beholding to the govt that appointed it.
Sad, but true.....

The only system that has been shown, with great consistency, to increase the wealth of nations, and improve the condition of ALL of the members of a society is the one currently enjoyed by the United States. Capitalism with minimal governmental regulation [some is necessary, sorry libertarians] in an educated society run by a freely elected government.
The keys are, 1) we as a society owe it to our children to provide a solid education, a REAL education that focuses on readin-riting-rithmetic, history as facts not revisionism, and for goodness does not try to built 'self-esteem' by artificial means. After that, all are ready to enter the world with roughly the same odds of success. [yes, I know that being born to privelege helps, but there are 100 Horatio Algers for every Ted Kennedy]. 2) businesses must be allowed to make a profit [also demonstrated -- this is the only way to guarantee that good businesses will survive and benefit society by creating real wealth, employment, and necessary services] 3) government must have a gentle hand in regulating businesses to curb unethical business practices, standardize services, and maintain the defense and infrastructure.
Works every time. Those who disagree need to read some history books.
Socialism just plain does not work, as demonstrated. Communism is just another form of middle ages feudalism.

Capitalism, self-responsibility, and ambition are the ONLY solutions!
No one ever got out of poverty by sitting on their butts, collecting welfare and food stamps and letting others pay their way.
It has to come from inside you!
